Delhi High Court comes to rescue of tribal youth

In a shocking case, a tribal youth from Jharkhand with a bullet stuck in his brain for the last two months, was refused admission at AIIMS which shunted him from one department to another before relenting after a terse Delhi High Court order.

On December 6, 21-year-old Shivlal Soren, a resident of Kathikund village in Jharkhand was shot by the police during the demonstration. He was later arrested by the Jharkhand police which brought him to Delhi on January 31 for treatment after trying unsuccessfully at a local hospital.

But coming to Delhi did not see an end to his problems. At AIIMS, he was asked to go from the Trauma Centre to Eye Casualty and then to Neurosurgery department.

Taking up his case, an NGO filed a petition in the High Court which on Tuesday ordered the Medical Superintendent of AIIMS to provide him immediate treatment at the institute.

Shivlal was admitted to the AIIMS Trauma Centre but his woes are far from being over. He is dependent on Rs 35 per day grant from Jharkhand government for his daily meals. For the time being, he has been accommodated close to the hospital by the NGO.

AIIMS denied reports that Shivlal was refused admission. "Once a patient comes to the OPD, he is referred to other departments for various tests," AIIMS Medical Superintendent D K Sharma said.

The bullet entered through his left eye and settled in his brain. This has affected his vision. Any attempt to remove it could be life threatening," said Dr.Deepak Aggarwal, associate professor of neurosurgery at AIIMS treating Soren.link

Bihar to set up Scheduled Tribes commission

The Bihar government has decided to set up a commission that will recommend measures for the socio-economic development of Scheduled Tribes in the state, a minister said Thursday.

The move to set up the Scheduled Tribes Commission is to implement an all-inclusive growth in the state, said Jitan Ram Manjhi, minister for backward class welfare.

Manjhi said a census of tribal population in the state would be undertaken soon to survey their problems.

He said that the government was in the process of implementing Right to Forest Act, 2006, in 14 districts with substantial tribal population.

The Scheduled Tribes Commission will be set up on the lines of the comission for Maha Dalits, most deprived and marginalised section.

The Maha Dalit commission was established in 2007 for the welfare of certain Dalit sub-castes, which are socially and educationally more backward than others.

Bihar was the first state in India to constitute a commission and study the status of the neglected sub-castes among Dalits and to suggest ways to uplift them.

The commission in its first interim report to the government a few months ago painted a bleak picture of these Dalit sub-castes. The report said there were no high school teachers or senior officials from these castes in the state despite reservations in government jobs for them.link

Government okays setting up of railway locomotive factories in Bihar

The government Thursday approved a proposal to set up two greenfield electric and diesel locomotive factories in Bihar at an estimated investment of Rs.20 billion (Rs.2,000 crore).The factories will be set up in Madhepura and Saran districts as a joint venture between Indian Railways and an international manufacturer.

The companies short-listed for the joint venture include Alstom of France, Germany’s Bombardier and Siemens, General Electric’s Indian subsidiary and EMD of the US.

The railways ministry will procure 800 electric locomotives of 12,000-horse power (HP) each and 1,000 diesel locomotives of 4,500/6,000 HP each from these factories over a period of 10 years.

These locomotives will also be maintained by the joint venture company over the next 26 years.link

New Garib Rath on Delhi-Bihar route

Railways have decided to introduce a new Garib Rath Express train between Delhi and Bapudham Motihari in Bihar from February 9.

The weekly superfast express will leave from Hazrat Nizamuddin station every Monday at 8.45 pm and reach Bapudham Motihari the next day at 4.05 pm, sources in the Northern Railways said.

In the return direction, the train will leave Bapudham Motihari every Wednesday at 4.30 pm and arrive here at 12.55 pm the next day, they said, adding it will have stoppages at Moradabad, Bareilly, Shahjahanpur, Lucknow, Gonda, Gorakhpur, Narkatiganj, Bettiah and Sugauli.

Sources said the train was originally scheduled to start journey from Anand Vihar station in the Capital. However, since the station is yet to be commissioned, Railways decided to start the train from Hazrat Nizamuddin station instead.

According to the railway time table, Railways also propose to run a Garib Rath express from Anand Vihar to Varanasi.link

Bihar Government employees ask for pay revision

Shutdown call given by the three Left parties here today in protest against the non-implementation of the recommendations of the sixth pay commission paralysed normal life in Bihar.

The three Left parties namely the Communist Party of India (CPI), the Communist Party of India- Marxist (CPM) and the Communist Party of India (Marxist-Leninist) CPI (ML) jointly staged a protest to support the cause of thetriking employees.

Pradeep Jha, member of the CPI said that the bone of contention between the government and employees has been non-implementation of the Sixth Pay Commission recommendations.

The Sixth Pay Commission which has been implemented across the country has not been implemented in Bihar that is why a big chunk of government employees and teachers are on a strike for the past one month. He added.

Officials from the administration said that the protestors were stopped from marching towards the Government House.

The protestors wanted to block the Government House in Patna but the administration was alert. The protestors were packed in a bus and sent to a camp, said Ravi Ranjan, Sub-Divisional officer law and order, Patna.link

An Unusual Love Story from Bihar

"I want to marry you". Nothing unusual in this matrimony proposal right! Many a men say this to many a women everyday and somewhere someplace someone is professing their love to their special one. But young Kailash Yadav, twenty Three year old auto rickshaw driver in Delhi discovered that he had fallen in love with Jyoti, a slim and wide-eyed timid eighteen year old on pleasant train ride from Patna to Sirsa within three hours of meeting her. Again what's so different with this love story except that he took only a few hours before proposing her?

The answer lies simply in the fact that Jyoti is handicapped and affected with polio since childhood. Kailash who has decided to marry that girl for life explains on how it all happened -"We both belong to Bihar and I'm from Sirsa and was on same train to Sirsa from Patna. She was standing without a seat. I felt bad and offered her one and we got to talking getting over formal introductions. I found out that she was appearing for entrance in Polytechnic in Sirsa.During our conversation I realized the girl's shy but strong disposition to be something and not kneeling to her condition. Her will and determination won me over and over again and I decided that she will be my wife."

Next came the opposition from friends and family. No body agreed to this strange union and his village folks even his own relatives ridiculed him for what seemed such an unheard of match. He bore jibes and taunts from his own friends who thought that he has gone mad but his father was the only person who stood behind him though he sheepishly admits to have hidden the fact from his father that Jyoti's side could give only half the money for putting up the wedding of Rs.70000 and the rest came from his life saving. All in name of love yes only this seems the case.

He says-" they made fun of me and called me crazy for wanting to marry a Handicapped girl. There were villagers in my wedding who were laughing at us when we were taking our wedding vows as Jyoti had difficulty in walking properly but I shut their mouths when I took her in my arms and supported her through all the pheras."

Now all settled in married life he says-"That life has turned all rosy and I feel I made the best decision of my life. Now I work hard for my wife so that I can support her through computer course. I've done only matriculation but I want her to get the best education possible so that she can peruse her dreams.

I feel every person in the country should give conscious thought on seeing that physical incapability do not make a person but it's their personalities that holds and they should understand and value this about a person while choosing their life partners."Thus this sweet love story is neither claiming to span time or space nor does it have the sheen of a Diana and Prince Charles affair but what it does is to teach us that true love transcends physicality of being human or loving people because they are beautiful inside not out outside.link

Landlords set 24 houses of Dalits on fire

Landlords today allegedly set 24 houses belonging to Dalits on fire following a dispute over a land in Lagma village of Ghanshyampur block in Darbhanga.

Superintendent of Police Pankaj Darad told reporters that the people of Dalit community had yesterday forcibly constructed huts on the land of one Ramakant Jha.

The landlords were removing the encroachment during which a violence broke out between the two groups injuring six persons including four women, Darad said.

The injured were admitted to a nearby primary health centre. One Ramvilas Ram, who was critically injured, has been referred to Darbhanga Medical College and Hospital.

Darad said all the injured have been arrested and FIR and counter FIR have been lodged by the sides.

Policemen had been deployed on the disputed land for quite sometime but due to Chief Minister Nitish Kumar&aposs' Vikas Yatra&aposprogramme in Biraul block of the district, they were withdrawn and homeguards were deployed, the SP said. One homeguard was also injured in the incident.

The CPI-ML (Liberation) condemned torching of Dalit houses.
